The Thai capital is declared a disaster-affected zone as Bangkok's governor tells CNN after a weekend of intense rainfall, people in the hardest-hit areas close to the canals are getting emergency support like shelters, food and water, as well as medical supplies. Climate change is a factor here, the governor says, with unusually high amounts of rainfall hitting the area.
