Farore's Wind is a boon gifted to Link by the Great Fairy in Zora Fountain. Upon giving Ruto's Letter to King Zora and gaining access to the Fountain, head toward the south side of the zone, where you will see a large cave opening. Head inside to find the Great Fairy Fountain.

Once inside the fountain, stand on the Triforce in front of the water and play Zelda's Lullaby to summon the Great Fairy. She will demand an offering of 100 Rupees. Pay up and you will get Farore's Wind.
