Canada prioritises tax rulings for C$1bn-plus investments

The Government of Canada will give priority to income tax ruling requests connected to investments of C$1bn ($719m) or more in the country.

In a statement, the Canada Revenue Agency (CRA) said the measure, which is effective immediately, is intended to give large investors the "clarity and certainty" they need to advance with their planned investments.

The measure was announced by Finance and National Revenue Minister François-Philippe Champagne.

Through the Advance Income Tax Rulings (AITR) programme, investors can seek a binding CRA decision on the application of Canadian income tax law to a proposed transaction before committing capital.

Champagne said: "When investors are considering major projects, certainty matters. By prioritising advance tax rulings for investments of C$1bn or more, we are giving them the clarity and predictability they need to invest with confidence, create opportunities and help build Canada's economic future."

The initiative comes as the country hosts the Canada Investment Summit and aims to provide additional support for some of the largest global investors.

It also follows a measure set out in the 2026 Spring Economic Update, which prioritised ruling requests linked to large-scale projects and other investments aligned with Canada's economic priorities.

These include investments aimed at improving productivity and supporting the clean economy.

Meanwhile, the CRA will continue to provide the established 90-business day service standard for other rulings requests that do not qualify for prioritised rulings.

According to CRA data, in the fiscal year that ended on 31 March 2025, 91% of rulings were ​issued within ⁠that 90-business day standard.
