SpaceX throttled Starlink in Ukraine. Neither Trump nor Elon Musk wants to own the decision.

As Russia tries to make Ukrainian cities unlivable with relentless bombing ahead of another war-torn winter, either the US president or the world's richest person — or both — appear to be hindering Ukraine's ability to defend itself.
President Trump and SpaceX ( SPCX ) founder Elon Musk are reportedly involved in the apparent restriction in Ukraine of SpaceX's Starlink satellite communications network and Starshield, its subscription service designed for military use.
"Elon Musk approached Donald Trump with the idea of slowing down Starlink in Ukraine," The Telegraph reported on Friday, citing four sources familiar with the discussions, adding that Trump "agreed."
Starlink, a global broadband internet service delivered from space, is a core part of SpaceX's business . Starlink has more than 13 million subscribers worldwide, and SpaceX is now moving to challenge legacy wireless carriers.

Ukraine uses both Starlink and Starshield for a variety of offensive and defensive purposes, including communication, logistics, live drone feeds, radar, targeting, and intercepting jet-powered Russian drones.
The Telegraph reported that after the Ukrainian capital endured a barrage of Russian jet-powered drone attacks with diminished capabilities for air defense, Musk became "alarmed about the possibility of adverse consumer reaction in Europe."
On Wednesday, Ukraine's former defense minister posted on X , tagging Musk, and asked for his support: "Removing Starshield's speed limit entirely is now critical for Ukraine's defense."
Musk responded, asserting that limits on speed or usage of Starshield "are decided by the US military and ultimately POTUS" and that Starlink "is limited to civilian or defensive activities."
"He tweeted out that he was innocent and that it was the US administration that did it," an unnamed source told The Telegraph. "The reality is that they were both in it."
On Friday, Trump told reporters that "it wasn't me, and I don't think it was Elon."
On Sunday, speaking to NBC's Meet the Press , Ukrainian President Volodymyr Zelenskyy said that it's the "opinion of our generals, of our government, and of course [also my] opinion, that it was a message from [the] American government to limit the speed. And technically, SpaceX did it."
Zelenskyy also openly wondered why the decision was made and said the service had not been restored to normal speed.
"Just give us back Starlink," he said. "And of course, if they will not, we will survive and we will not stop to defend [Ukraine] even without it. But why? I can't understand. For what? What are the reasons to limit us? Not to defend ourselves?"
