Ghaziabad transport dept seized 36 privately registered bikes used for Swiggy/Zomato/Blinkit deliveries, enforcing UP Group & Delivery Service Provider Rules 2026.
Ghaziabad: The transport department has seized 36 privately registered motorcycles being used for commercial deliveries by aggregators and delivery platforms such as Swiggy, Zomato and Blinkit in the city.Under the new Uttar Pradesh Group and Delivery Service Provider Rules, 2026, notified by the state govt on May 22 this year, aggregators and delivery service providers are supposed to obtain a special licence for operating in the state. It can cover businesses involved in ride-hailing, food delivery, quick commerce and other hyperlocal deliveries where they operate on motor vehicles. It came into force 15 days after the notification.According to the rules, existing aggregators and delivery services have to obtain a licence, while new operators must obtain one before commencing operations. The licence will be issued by the State Transport Authority (STA) and will be valid for five years. The aggregators had to file an application online and pay a fee of Rs 25,000. They need to pay a licence fee of Rs 5 lakh and pay a security deposit depending on the fleet size.An enforcement drive was conducted on Thursday. Ghaziabad ARTO (enforcement) Amit Ranjan Rai said the new policy aims to bring aggregator and delivery service operations under a regulatory framework that prioritizes passenger safety, driver well-being, pollution reduction, encouragement of electric vehicles, fare transparency, and time-bound grievance resolution. “We are verifying vehicle documents and company records to ensure compliance with the applicable rules. Action has been taken against 36 vehicles found being used for commercial purposes despite being registered for private use,” he said.“During inspections, we found instances of privately registered vehicles being used for commercial activities including Blinkit, Zomato, Swiggy and the concerned aggregator companies had not obtained the requisite licence from the transport commissioner for fleet operations in Uttar Pradesh,” Rai told TOI. “We have also directed companies to fulfil the necessary licensing and registration formalities and submit details of vehicles operating under their networks.”TOI tried reaching out to the companies but they did not respond.The department has also asked vehicle owners to ensure that their vehicles are used only for purposes permitted under their registration.
