MUMBAI: Days after the BMC launched the Mumbai Debris Control and Tracking System (MDCTS) portal to track C&D waste from the site where it is generated to an authorised unloading site, the BMC has issued a show-cause notice to the contractors executing a package of the Mumbai Coastal Road (south) project over the alleged use of excavation material sourced from private construction sites without mandatory transportation permissions. The civic body has directed the Larsen & Toubro-HCC joint venture to stop backfilling work using unauthorised material until clearance is obtained from the civic administration. The contractor has been given 72 hours to explain why the material should not be removed at its cost and stringent action initiated against it.A senior BMC official said, “The objective is for BMC to improve accountability by linking construction and demolition waste from its source and upto its final destination.”Staring October 12, BMC has also begun imposing a ₹25,000 penalty per violation on vehicles transporting construction and excavation waste without an authorised, active tracking system.Meanwhile the notice follows a site inspection conducted by the BMC’s solid waste management department on October 1 at the coastal stretch between Haji Ali and PDP Garden. Officials found backfilling activity underway and, upon checking vehicle details and challans, found that the earth being used was reportedly being brought from private building construction sites across Mumbai.According to the notice, the developers and transporters concerned had not obtained the mandatory permission to transport excavation material from the BMC or the competent authority. The civic body said the use of material from unauthorised sources violated the tender conditions, which require filling material to be procured only from authorised quarries or approved sources with valid permissions. The notice cites violations of the Construction and Demolition Waste Management Rules of 2016 and 2025, directions of the Bombay high court concerning illegal transportation of earth and debris, and the project’s contractual conditions and technical specifications. The contractor has been asked to submit supporting documents, including details of the source of the material, valid transportation permissions, royalty challans and geotechnical test reports. It must also provide a statement of the material brought to the site, along with details of approved sources.BMC has warned that failure to submit a satisfactory reply within the stipulated period could lead to further action without additional notice. The civic body has also directed its officials to initiate action against private developers found transporting construction and demolition material without the required permission.A response from L & T spokesperson stated, “We have received the notice from the BMC’s Solid Waste Management department regarding the source of backfilling material at a section of the Mumbai Coastal Road project. Compliance with all applicable rules, permissions and contract conditions is a priority for us. We remain committed to resolving this matter promptly and to delivering the project to the required standards.”You Can Also Check: Gold Rate in Mumbai | Silver Rate in Mumbai | Bank Holidays in Mumbai | Public Holidays in Mumbai | Mumbai AQI | Weather in Mumbai | Petrol Price in Mumbai | Diesel Price in Mumbai | CNG Price in Mumbai | LPG Price in MumbaiStay updated with the latest Mumbai news.
