President Trump’s approval rating on Monday reached a new record low with two weeks left until the November midterm elections, where Republicans could lose the House and Senate to Democrats.

The latest polling from Reuters/Ipsos shows the president with a 31 percent approval rating, down 1 point since the previous poll two weeks ago and the lowest point in both of his terms. Sixty-six percent of respondents said they did not approve of his job performance.

Respondents disapproved of Trump’s handling of the economy at 68 percent, including 37 percent of self-identified Republicans.

The Reuters/Ipsos survey is the latest of several polls showing Trump’s approval rating dipping lower and lower with two years left in his second term. Polling on Sunday from The Washington Post/ABC News/Ipsos found the president with a 33 percent approval rating , 4 points lower than a poll conducted in July and lower than at any time during his first term.

The latest poll also asked respondents whom they would vote for if the election were held today, with 47 percent of registered voters favoring Democrats and 35 percent backing Republicans on a generic ballot. That also marked the widest margin in the Reuters/Ipsos poll this election cycle.

The same poll two weeks ago showed registered voters saying they preferred Democrats over Republicans to control Congress, at 44 percent and 37 percent, respectively.

Trump’s approval rating has plummeted in the months since he authorized strikes on Iran on Feb. 28. The ensuing conflict, unpopular with the American public, led to rising gas prices nationwide following Iran’s effective shutdown of the Strait of Hormuz.

The president has sought to ease gas and diesel prices, but the price at the pump has stayed consistently high despite a slight dip in recent weeks. The average cost of gas in the U.S. hit $4.28 per gallon on Tuesday, almost $1.30 more than the average at this time last year, according to AAA .

Trump has called on voters to “ pretend I’m on the ballot ,” pledging to send $5,000 to every U.S. adult if the GOP holds on to its control of both chambers of Congress. Stumping for Sen. Roger Marshall (R) in Kansas on Monday, Trump announced an $8 billion fund to offset diesel costs for farmers during the harvest season.

The Reuters/Ipsos survey was conducted Oct. 16-19 and included 1,679 respondents. The margin of error is 2 percentage points.
