Former Rep. Elaine Luria (D-Va.) is projected to beat GOP Rep. Jen Kiggans for Virginia’s 2nd Congressional District, according to Decision Desk HQ (DDHQ).

The two last faced off in 2024 , when Kiggans challenged the Democratic representative for the seat she had held for two terms.

DDHQ projected that Luria defeated Kiggans by 6 percentage points, with 73 percent of votes reported at 9:50 p.m. EST.

Kiggans has supported President Trump’s key policy objectives, including the Safeguard American Voter Eligibility Act.

Luria, meanwhile, has been a vocal critic of the president. She served as one of the original members on a House panel investigating the Jan. 6, 2021, attack on the U.S. Capitol.

Trump won the district by less than a percentage point over former Vice President Kamala Harris in the 2024 presidential election, while Virginia Gov. Abigail Spanberger (D) carried the district by 8 points in 2025.

A poll leading up to Election Day found that Luria held a slight lead to her opponent — 46 percent of likely voters in a Christopher Newport University poll said they would choose the Democrat, compared with 43 percent who said they would choose Kiggans. Ten percent were undecided, and 2 percent favored another candidate.

Campaign finance reports show that Luria raised more money than the incumbent, even in areas that have historically leaned red.

Both women are U.S. Navy veterans. Luria is also a small business owner.

Virginia’s 2nd District encompasses the Virginia Beach area, and it represents one of the largest military populations in the country.
