Rep. Emanuel Cleaver (D-Mo.) is projected to roll to victory Tuesday, securing a 12th term in Missouri’s 5th District comprising Kansas City, according to Decision Desk HQ .

Cleaver, a former Congressional Black Caucus chair, defeated Rick Brattin, a Republican state senator and former Marine who had allied himself closely with President Trump.

Cleaver led Brattin by nearly 46 percentage points as reported by DDHQ as of 8:15 p.m. Tuesday.

The race has been one of the most contentious — and most closely watched — of the 2026 cycle after Missouri Republicans sought to redraw the state’s House map with specific designs to make it impossible for Cleaver to win reelection.

That effort — part of a broader campaign, orchestrated by Trump, to help the GOP keep House control next year — would have given Republicans a 7-1 edge in the state delegation, up from 6-2 under the current map.

But critics of the effort challenged the changes in court, and after a back-and-forth legal battle, the new map was disallowed for this year’s midterms. Instead, Missouri voters on Tuesday were presented with a referendum to decide if the GOP map should go into effect after 2026.

Once the lines reverted to their current state, Cleaver’s victory was all but assured in a bright blue district. Former President Biden won the region by 26 points in 2020, and former Vice President Kamala Harris carried it by 23 points in 2024.

Those demographics made Brattin’s challenge a long shot in any environment, but even more so in a year when Trump is historically unpopular and the president’s policies — including global tariffs and the Iran war — have led directly to inflationary trends that are saddling consumers with higher costs on countless goods.

Cleaver, a Methodist pastor and former mayor of Kansas City, has a long track record championing traditional liberal causes, including a push to adopt tougher gun laws, expand healthcare access and preserve Social Security benefits. But he’s best known as an advocate for affordable housing, a position that should make him an influential figure in the next Congress, when Democrats are vowing to tackle housing costs as a top priority.
