NHRC seeks cop action on plaint over Hailakandi schoolgirl gang rape-murder within 8 weeks
NHRC directs Hailakandi police to act in 8 weeks on complaint over alleged gang rape-murder of 15-year-old; JJB recommends 16-year-old be tried as adult.
Silchar: The National Human Rights Commission (NHRC) has directed Hailakandi police to act within eight weeks on a complaint over the alleged gang rape and murder of a 15-year-old schoolgirl. The directive followed a complaint filed by Delhi-based social activist Krishna Rajput through HRCNet portal on Sept 2. The complaint sought a fair, time-bound investigation and accountability for any lapses by public authorities.According to NHRC’s action-taken record dated Oct 19, the complaint was disposed of with directions and forwarded to the Hailakandi SP for appropriate action within eight weeks. The police have also been asked to inform the complainant of the action taken. The complaint raised concerns over alleged violations of the victim’s right to life, dignity and bodily integrity, and sought the preservation of medical and forensic evidence. It also called for an examination of possible negligence or dereliction of duty by public officials and action against those found responsible.NHRC’s directive comes amid developments in the criminal proceedings. Juvenile Justice Board (JJB) in Hailakandi has recommended that a 16-year-old accused be considered for trial as an adult following a preliminary assessment under the Juvenile Justice (Care and Protection of Children) Act.The order was passed by the board’s principal magistrate after considering the alleged offence, psychological assessment reports from Silchar Medical College and Hospital, and a report submitted by the investigating officer.Under the Juvenile Justice Act, children aged 16 to 18 accused of heinous offences may undergo a preliminary assessment to determine whether they should face trial as adults. The final decision rests with the Children’s Court, which will examine the matter independently. The assessment does not establish the juvenile’s guilt. The special investigation team (SIT) earlier filed a chargesheet against five accused, including four adults and the juvenile. The investigation involved forensic evidence, medico-legal reports, digital records, witness statements and seized materials. The chargesheet was filed under Section 193 of the BNSS. The case was initially registered under Sections 65(1) and 103(1) of the BNS, read with Section 6 of the Pocso Act. Police later invoked additional provisions of the BNS.According to police, the schoolgirl was found in a bloodied condition inside her residence on the night of Aug 1 while her family members were attending a social event. Police began investigating after receiving information about the incident, and forensic experts collected evidence from the scene.Five accused were arrested in connection with the case. The juvenile’s identity has been withheld in accordance with the law.The incident triggered protests across Hailakandi district, with residents, women’s organisations and civil society groups demanding stringent punishment and speedy justice for the victim’s family. The NHRC complaint is separate from the criminal proceedings and concerns accountability for the authorities’ handling of the case. You Can Also Check: Gold Rate in Guwahati | Silver Rate in Guwahati | Bank Holidays in Guwahati | Public Holidays in Guwahati | Guwahati AQI | Weather in Guwahati | Petrol Price in Guwahati | Diesel Price in Guwahati | CNG Price in Guwahati | LPG Price in GuwahatiStay updated with the latest Guwahati news.
